My car died and wont start even with new battery. Whats wrong with my car?

My car died. Oil was low but had oil in it. When I try to jump it, it would turn over more. So I bought a new battery. Put the new battery in and it still wont start. Can u help me fix my car?
It will turn over, but it will turn over more or better when I am jumping it with a SUV or Truck.
